This section is intended to be grounded in Understanding; see that section for a description of the relation between the two.
The following sections mirror the subsections of Resources in Understanding. Other ways of organizing actions will no doubt be needed as this section matures.
The references include many prescriptions for action, some individual, some addressed to nations, NGOs, etc. My personal belief is that any actions have to be grounded in the current reality, as described in Understanding.
